0 Vietnam: Government to lower state share of Saigon Beer Alcohol Beverage Corp.

The Vietnamese Industry Ministry has proposed the government cabinet gradually reduce state ownership in the wholly-owned Saigon Beer Alcohol Beverage Corp. (Sabeco) to 51 percent, according to ThanhnienNews on December 7.

The move is in tune with the government’s orientation to auction shares in state-owned enterprises to sharpen competitive edge for international integration.

Under the proposal, state ownership of shares in the VND5.5 trillion (US$343.75 million) Sabeco are scheduled to lessen to 80 percent by next year, with employees first and then private interests allowed to buy up 20 percent.

The gradual reduction to the 51 percent mark would happen over several years, the ministry said, and fit with plans to diversify the company into financial investment, mining, hydropower development, banking and real estate.

Over the long-haul, Sabeco is oriented to go public on the local stock exchange in either Hanoi or Ho Chi Minh City, and invite a foreign financial consulting firm to evaluate its assets.

The ministry has urged the corporation to increase efforts to source out three strategic partners with the financial capability to take the company public.

Sabeco expected to find strategic investors in the industrial facilities, banking and distribution sectors to enhance its position.

0 Canada: Russell Brewing Ranked Number One for Growth in BC

Russell Brewing Company announced on December 4th that according to a recently published report by the British Columbia Liquor Distribution Branch (BCLDB), Russell Brewing is the fastest growing brewery in the province.

The Payment to Suppliers and Employees Report issued by the BCLDB showed that Russell Brewing received over $1.26 million in payments from the BCLDB at year-end March 2006. This was a 138% increase over the previous year and the highest percentage increase of any brewery in the province.

“Unlike most of our competition, this growth record is especially significant since Russell beer is only available in kegs at this time” said Andrew Harris, President and COO. “With plans to launch our products into bottles and cans in the near future we anticipate another strong year of growth”.

0 UK: British Beer and Pub Association calls for draft guidance before Christmas break

The British Beer and Pub Association (BBPA) has called on the Government to release regulations governing the smoking bill in England before Parliament ahead of its Christmas break, Caterer published December 7.

In a letter to public health minister Caroline Flint, pub association boss Rob Hayward said he was seriously concerned about the delay in the publication of the draft regulations.

“Industry and local government have been told persistently that the English (and therefore Welsh) regulations will be virtually identical to the Scottish regulations,” said Hayward.

“It is, therefore, totally unacceptable that we are still facing delays in the publication of the drafts, the absence of which indicates that Government does not recognise their importance either for business or local government.”

The hospitality industry has welcomed the announcement of a 1 July start date for a ban on smoking in enclosed public places in England after months of uncertainty.

A ban on smoking in Scotland started in March and both Wales and Northern Ireland are expected to introduce their restrictions on lighting up by the end of April.

0 USA: Barley producers can share views on barley production

Five thousand current and past barley producers in North Dakota, Idaho and Montana will be able to share their views on barley production by completing a survey assembled by major barley stakeholder groups, according to SeedQuest news release of December 7.

The survey is a cooperative effort of the Institute of Barley and Malt Sciences (IBMS) at North Dakota State University, Barley Coordinated Agricultural Project, Idaho Barley Commission, North Dakota Barley Council, and Montana Wheat and Barley Committee.
Members of the IBMS board of directors represent barley producer, and malting and brewing industry groups. The independent nature of the survey should lend validity to the results.

Questions on the survey address the effectiveness of producer support, available information, factors influencing the decision to produce barley and overall barley satisfaction levels.

One anticipated outcome of the survey is that it will identify areas where producers need additional information or support.

This could include aspects of barley production, varieties, malt quality specifications and components of the farm program. In addition, the survey responses will help identify the most effective means for communicating newly developed information.

Finally, the information gathered will help inform barley processors and policymakers on the concerns of barley producers.

0 Australia: Barley export monopoly faces de-regulation

The barley export monopoly run by ABB Ltd. in South Australia state, the country's biggest producer of the crop, should be deregulated, a state government review group has recommended, Reuters reported December 7.

ABB said in a statement that the South Australian Barley Marketing Working Group had recommended the state's barley marketing arrangements be de-regulated after a three-year transition period.

The recommendation comes just days after the federal government suspended scandal-hit AWB Ltd.'s veto power over national wheat exports after an inquiry found it had misled the UN over kickbacks paid to the Iraqi regime of Saddam Hussein.

"ABB Grain has consistently held the view that the barley single desk (monopoly) offers the best result for growers," ABB said on Thursday.

"However, we recognise the grains industry is currently experiencing significant change, which is impacting on the future of the desk," it said.

South Australia-based ABB is also Australia's largest barley exporter.

The recommended barley de-regulation applies only to South Australia, but exports from other states have either already been de-regulated or are in the process of de-regulation.
