West Sacramento is poised to get its fourth microbrewery and tap room, in an operation by one of the founders of Knee Deep Brewing in Auburn, Sacramento Business Journal reported on January 13.
Later this year, Revision Brewing could begin operations in an industrial complex at 825 F St., in the city’s Washington district.
First, though, the West Sacramento City Council will consider a proposal to give Revision a $330,000 loan to get off the ground.
City economic development and housing manager Aaron Laurel said the money would come from an economic development program only open to small cities. West Sacramento officials would loan and administer the funds, which actually stem from a state community development block grant program.
“It’s something we can do now as a small city,” Laurel said, noting West Sacramento’s growth will soon make it ineligible to take part in the program. “For now, it’s a great opportunity for us.”
Revision Brewing would use the loan in two ways. One would be to buy equipment used for brewing, while the other would serve as proof of concept to attract other investors. The agenda item for the loan notes Revision’s partners have also applied for a $400,000 Small Business Administration loan. They estimated total start-up costs at $1.3 million, with the balance coming from the owners.
In addition to paying back the loan, Revision Brewing would also need to hire at least seven full-time employees from low-income households, Laurel said. The company estimates a start-up staff of 11 employees and as many as 25 within four years.
Founded last August by Jeremy Warren of Knee Deep and partner James Taylor, Revision would produce 1,200 barrels in its first year and as many as 10,000 within five years, according to the agenda item.
Laurel said the city has given out “over-the-counter” loans for other business ventures, including United Bakery and Capitol Bowl. Borrowers generally have a good repayment track record, he said.
